Holding training or meetings on company premises can be distracting. Your delegates can be interrupted by a phone call or situation which leaves them distracted and not concentrating on the training. Taking people off site away from the distractions of their day to day activities, allows them to focus on the training.
Choosing an external venue also demonstrates a willingness to invest in your employees (if it is an internal training course) making them feel valued and more important.
